AS REQUIRED BY ARKANSAS STATE LAW
Arkansas law requires that each Internet
user read and sign the following use agreement.
Internet users are prohibited from improper
use. Improper use includes, but is not
limited to the following:
--visiting
any site which may be harmful to minors.
“Harmful to minors” means that
quality of any description, exhibition, presentation, or
representation, in whatever form,
of nudity, sexual conduct, sexual excitement, or
sadomasochistic abuse, when the material
or
performance, taken as a whole, has the following characteristics:
The average person eighteen (18) years of
age or older applying contemporary community standards
would find that the material or performance has
a predominant tendency to appeal to a prurient interest
in sex to minors;
The
average person eighteen (18) years of age or older applying contemporary
community
standards would find that the material or performance depicts or describes
nudity,
sexual conduct, sexual excitement, or sadomasochistic abuse in a manner that
is
patently offensive to prevailing standards in the adult community with respect
to
what
is suitable for minors;
And
The
material or performance lacks serious literary, scientific, medical, artistic,
or
political value for minors.
Furthermore, users may not:
--use
the workstation to gain access to the Library’s networks or computer system
--obstruct
other people’s work by consuming large amounts of system resources or by
deliberately
crashing any Library computer system
--make
any attempt to damage computer software or equipment
--make
any attempt to cause degradation of system performance
--use
any Library workstation for any illegal or criminal purpose
--violate
copyright laws or software licensing agreements in their use of Library
workstations
--engage
in any activity which is deliberately and maliciously offensive, libelous, or
slanderous
--use
any personal disks or diskettes for other than downloading information.
U.S. copyright law prohibits the
unauthorized reproduction or distribution of copyrighted materials, except as
permitted by the principles of “fair use.”
VIOLATIONS MAY RESULT IN LOSS OF
ACCESS. THE
INTERNET SESSION IF THE SEARCH IS CAUSING A
DISRUPTION OF LIBRARY SERVICES OR IF THE BEHAVIOR OF THE PATRON BECOMES
INAPPROPRIATE FOR A LIBRARY SETTING. UNLAWFUL ACTIVITIES WILL BE DEALT WITH IN A
SERIOUS AND APPROPRIATE MANNER.
First
offense—Denial of computer privileges for one business day
Second
offense—Denial of computer privileges for thirty business days
Third
offense—Denial of all computer privileges
